Even a well-built hiking backpack sold as "weather-resistant" or "water-repellent" is not the same as a sealed dry bag. Understanding why helps explain why a rain cover and pack liner both matter.
Why the fabric alone isn't enough
Most hiking backpacks use ripstop nylon or polyester with a DWR (durable water repellent) finish on the outer face and often a polyurethane or silicone coating on the inner face. That combination beads water off the surface for a while and slows how fast the fabric itself soaks through. It does nothing about the small holes a sewing needle leaves at every seam or about a zipper's coil teeth, which pass water even fully closed.
What about Dyneema (DCF) packs?
Packs built from Dyneema Composite Fabric are the exception at the fabric level — the laminate itself doesn't wet out the way woven nylon does. Even so, DCF packs are only as waterproof as their construction: most use roll-top closures instead of zippered lids and sewn or taped seams, because the fabric's inherent water resistance only holds up if the seams and closures around it don't leak.

What actually keeps gear dry
Since no pack shell alone is reliable in sustained rain, a pack liner inside the main compartment and a rain cover over the outside together cover the gaps a single layer leaves.
